E-commerce in Norway
Digital, powerful—and surprisingly easy to reach: Norway is one of the most attractive target markets for European e‑commerce. With a population of around 5.6 million, a high level of online affinity and a clearly regulated import structure, the country offers excellent conditions for cross‑border trade. The simplified VOEC procedure is particularly advantageous, as it eliminates customs duties for many shipments up to NOK 2,999—a significant benefit for retailers and end customers.
The Norwegian market at a glance

Highest purchasing power in Scandinavia
Norway is one of the wealthiest countries in Europe.
- With a per capita purchasing power of around EUR 28,100, Norway currently ranks eighth in Europe—and first within Scandinavia.
- In combination with stable economic strength (GDP: EUR 463.5 billion), this creates an attractive environment for e‑commerce retailers.
Norway’s internet affinity
With an internet penetration rate of 99%, Norway is one of the most digitally developed markets in Europe. Around 83% of internet users regularly shop online—making Norway a fast-growing market. Annual e‑commerce growth of around 13% is forecast by 2029.
A particularly relevant trading partner outside Scandinavia is Germany, which accounts for 11.5% of Norway’s import volume . This gives German retailers a strategic advantage when entering the market.

Most popular payment methods
In Norway, credit cards—especially Visa and Mastercard—dominate online checkout. Vipps is also widespread and is mainly used on the move. Buy now, pay later solutions such as Klarna are becoming increasingly important, especially among younger target groups.
- 41% Credit card
- 29% Vipps
- 15% Buy now, pay later
Popular marketplaces
Norwegian online retail combines international platforms with local players. Generalists with a broad product range and specialized providers in technology and household are particularly relevant. The most popular marketplaces in Norway are:
- Temu
- Zalando
- eBay
- FINN.no (local generalist)
- komplett.no (electronics)
- Elkjøp (household & tech)

Most popular local last-mile-carrier
PostNord is one of the most widely used delivery companies in Scandinavia—including Norway. With a strong relationship of trust with online shoppers and a broad delivery network, PostNord takes over the majority of e‑commerce deliveries in the country.
Direct delivery to the letterbox is particularly popular: In Norway, many households have large letterbox systems specially designed for parcels—a practical, contactless solution that is used for around 31% of all parcels.
Customs in Norway & VOEC
When shipping to Norway, retailers have two options: the regular customs procedure or simplified processing via VOEC (VAT on E-Commerce). The latter enables duty-free deliveries, lower costs and faster deliveries—if certain conditions are met.
Prerequisites for VOEC:
- Sale to private individuals (B2C)
- Unit price per item up to NOK 3,000 (approx. EUR 260-300)
- Registration in the VOEC system with the Norwegian tax authorities
- No alcoholic products, products containing tobacco or products subject to excise duty
Advantages of the VOEC system:
- No import duties
- No TVINN customs declaration
- VAT is charged directly at the time of purchase
- Transparent pricing and fast delivery without additional costs
For e‑commerce retailers who regularly ship low-value goods such as clothing, electronics or books to Norway, VOEC is the most efficient solution.
Tax
Norway levies an import turnover tax (MVA), which is due either on import (regular customs procedure) or directly on purchase (VOEC procedure).
- 25% import sales tax (MVA)
- 15% for food

Returns
With a return rate of 29%, Norway is well above the European average. Returns are preferably made via parcel stations or are picked up at the front door—simple, transparent processes are crucial for customer satisfaction.
- Different requirements apply depending on the process: In the case of regularly cleared shipments, returns may have to be processed again under customs law—including possible tax or fee checks.
- Advantage of VOEC: As the VOEC procedure does not involve traditional customs clearance, the returns process is also simpler. Taxes are not incurred again, which makes returns more efficient and less costly—for retailers and their end customers.
